While George Washington was busy building the city of Washington, Mary had moved her family to the new village of West Pennbury on the Delaware River in Philadelphia County.

1803-1806: Major-General Thomas Jackson issues the first charter for West Chester Proper.
1836-1839: Chester proper is officially organized as a borough, and is admitted to the Executive Department of the General Assembly.
1839-1842: The Charter of West Chester, although fully functional, is not yet titled as a borough as it is still a village.
1852-1855: The 1850 Pennsylvania Act revised the borough’s status, making it classified as a borough.
1860-1865: A Railway Act authorized the separation of the city from the borough byCentre Hospital, which later became known as First National Square.
